The Estimator’s primary responsibility is to acquire profitable work either through negotiated or competitively bid contract awards. Both prior to and after contract award, the Estimator must provide detailed quantity take-offs and associated pricing to assist the Project Team with assembling the bid and finalizing contracts, purchase orders and subcontracts. The Estimator will also need to ensure that we receive adequate subcontractor and supplier pricing for associated scopes both during the bid and through contract award.


  • Bachelors of Science degree in construction management or equivalent related experience
  • 5-7 years of project management/estimating experience with Water and Wastewater Treatment Plants.
  • Ability to estimate and perform quantity takeoffs, including reading of blueprints, and understanding processes.
  • Working knowledge of skilled trades areas (site work, concrete, process piping, equipment installation, underground piping, etc.)
  • Conceptual estimating abilities for design build pursuits
  • Ability to Work with Business Development, Project Managers, and Design Team on Design Build Pursuits
  • Ability to work independently and maintain a professional demeanor in the midst of multi-tasking
  • Must demonstrate effective oral communication skills and the ability to work cooperatively with staff inside and outside of the organization.
  • Must possess excellent mathematical skills.

Estimating Systems Development

  • Develop procedures to expand the capabilities of the estimating function of the company.
  • Maintain the interface of the estimating software with other software including accounting, purchasing and scheduling so ensure cost effective management of all projects.
  • Update the estimating database with actual productivity and performance numbers.
  • Ensure that up-to-date cost information is always being utilized.
  • Stay up to date with estimating software and technologies in the industry

Estimate Compilation

  • Assist the bidding team in the selection of projects to bid by analyzing the job specific marketplace. Provide historical data relating to issues such as previous work performed by MEB
  • within the locale, anticipated competition, and competitive advantages.
  • Assemble bid documents and oversee the bid deposit and bid opening.
  • Assume complete responsibility for the timely submission of all bids.
  • Gather information, perform quantity take-offs, and utilize scope sheets to compile bids.
  • Assist the Bid Team in the compilation of complete, accurate quantity take-offs and scope sheets.
  • Coordinate with the owner and design team to understand the intent of the contract documents.
  • Assist with the initial schedule required for bid submission.
  • Ensure that “the low price” is obtained in the marketplace from potential subcontractors and suppliers. Solicit quotations from subs and suppliers in an organized, professional and complete manner.
  • Maintain an updated “Bid Set” of contract documents.
  • Review the bid documents and coordinate with the owner and designers in an effort to clarify any discrepancies, errors, or omissions. Oversee the submission of all bid questions.
  • Compile lists of qualifications and exclusions for bids as required.
  • Investigate value engineering opportunities.
  • Maintain the bid files for each estimate and assemble the bid justification for each project awarded.
  • Maintain open, responsive and professional communications with all bid team members, reporting any incident or concern which may affect the company’s ability to operate safely, ethically and profitably to the Bid Captain, as necessary
