Pat began his career in construction operations more than 20 years ago. He joined MEB in 2004 as a carpenter at the HRSD’s Chesapeake-Elizabeth Sewage Treatment Plant. Drawing on his strong understanding of mechanical systems, he advanced to Mechanical Superintendent and has successfully completed numerous water and wastewater projects.
Pat shared, “I am personally proud of my professional growth. Since the beginning of my career with MEB, I have learned a lot through the years from every respective level of this industry.”

In 2020, he led his crew through a major multi-pump station rehabilitation project, helping ensure Hampton Roads residents benefit from a modern, reliable wastewater and flood prevention system. Today, Pat works at the HRSD James River Treatment Plant SWIFT Facility & Advanced Nutrient Reduction Improvements Project, where he continues to build a strong reputation as a great mentor with deep compassion for his work.
Pat’s supervisor, Chase Spence, Project Executive, said, “Pat always has a positive attitude no matter what the task at hand is or how difficult the situation may be. It’s very rare to find Pat not smiling, even on bad days. This attitude resonates throughout his projects and adds to the numerous traits that will allow him to succeed in his new role.”
