norfolk naval shipyard P-653 dry dock flood protection improvements

These improvements will resolve flooding issues for the Shipyard, reducing disruptions to critical operations. The MEB team was able to complete and deliver this project to the owner nine months ahead of schedule. We are proud to complete another project that addresses sea level rise and flooding, protecting our community, businesses, and natural resources.

Project Details

To protect the critical infrastructure, facilities, and equipment from flooding from the Elizabeth River, MEB constructed a roughly one-mile-long permanent cast-in-place concrete floodwall around Dry Docks 1, 2, 3, and 4, below-grade seepage wall, vehicular and pedestrian access/flood control gates, and installed utility isolation measures along the wall. The wall was installed in an extremely active area of the shipyard that required complex phasing, pedestrian and vehicular traffic control, and daily coordination with shipyard activities. MEB crews installed new sections of various utilities and more than 40 valve vaults to isolate storm and sewer flow from the flood protection area.
