MEB Successfully Bids 5 Phases of South Central Wastewater Authority Nutrient Reduction Project

We are excited to announce MEB has won 5 out of 5 phases pursued for the Nutrient Reduction Project at the South Central Wastewater Authority (SCWWA).

The SCWWA provides wastewater treatment services to protect the environment for the City of Petersburg, the City of Colonial Heights, Chesterfield County, Dinwiddie County, and Prince George County. Originally bid in 2022 with an estimated cost of $234M, the project underwent value engineering and was restructured into six phases and put back out to bid one by one. MEB successfully won on all five phases we pursued, while the sixth phase, involving an administration building, was excluded from our bids.

Summary of Project Phases:

  • Phase 1: Sludge conditioning improvements, including the installation of belt filter presses, gravity belt thickeners, lime stabilization equipment, and building and electrical upgrades.
  • Phase 2: Electrical upgrades with two switchboards, generator installations (1.5 MW and 2.0 MW), waste soil removal, and sitework.
  • Phase 3: Construction of an intermediate pump station, tertiary effluent filter facility, large-diameter wastewater piping (30–60 inches), and electrical and instrumentation improvements.
  • Phase 4: Replacement of primary clarifier equipment, grit cover support beam upgrades, and additional structural work.
  • Phase 5: Expansion and improvements to the BNR tanks, blower facility, chlorination system, site piping (36–60 inches), along with electrical and instrumentation upgrades.

Winning these bids was a team effort, with our estimating team collaborating closely with the Richmond office and conducting multiple site visits to ensure competitive proposals. For Phase 3, we worked with the Owner and Engineer to negotiate, and value engineer the project, demonstrating our commitment to delivering optimal solutions.
