Working Within Neighborhood Constraints

For more than 40 years, MEB has been managing construction in and around Virginia neighborhoods requiring complex logistics plans and open communication with neighborhood residents.

HRSD Surry to Smithfield Hydraulic Improvements & Interceptor Force Main

MEB is known for its expertise in executing local projects that demand work on primary and secondary streets, careful management of residential access, and effective protection of the public around construction work zones. We perform traffic control, barricading, temporary signalization, fencing-in work areas, flagging, operating heavy equipment in high-traffic areas, and most importantly, communication with residents and businesses. Our experience allows us to develop safety and traffic control plans that effectively protect construction workers and the public throughout the construction timeline.

During planning of construction activities, MEB meets with the owner’s staff including the Right-of-Way department to review and approve traffic and pedestrian control plans, plan adequate measures for worksite protection, and identify needs for temporary services to residents and businesses. Work areas will be secured to protect residents from construction site hazards. Our team will also contact emergency services, trash collection, mail services, and other appropriate resident service groups to ensure the impact of construction activities to the quality of life for the residents is minimized.

HRSD Bridge Street Pump Station Project Example

Bridge Street Pump Station was constructed on a tight site within a Hampton neighborhood. Due to space constraints, a cofferdam was required to provide adequate space for construction while permitting traffic in/out of the site. Deliveries were carefully coordinated and organized, as storage space on-site was not available. Many construction activities requiring more space to execute had to be completed at night or on the weekends to minimize impacts to the public, residents, and businesses. Tie-ins to existing utilities were located within roadways and easements, so operations required careful and close coordination usually resulting in night and weekend work. Local stakeholders were regularly engaged and informed of construction operations and possible disruptions.

HRSD VIP Nutrient Reduction Improvements Project Example

Located on the edge of a congested neighborhood and ODU’s campus, updates to the existing Virginia Initiative Plant required carefully planned logistics within the plant and with the surrounding stakeholders. Coordination was required to ensure the safety of residents and students and avoided peak times. Our team communicated with ODU staff to plan work activities around high-traffic campus activities and avoided noise impacts during exams. These efforts were integral in confirming large loads and equipment could be transported without impact, as deliveries had to arrive through either a residential neighborhood or via main campus thoroughfare.

MEB COMMUNITY EFFORTS UTILIZED ON THE OHIO CREEK PROJECT

Due to the heavy impact on the community, MEB hosted community workshops to promote subcontracting and job opportunities, participated in civic league meetings, maintained a project website, and distributed fliers and went door to door to ensure residents of all ages and technological abilities were informed. Through a variety of methods, the MEB team was able to successfully work hand-in-hand with the residents in the surrounding neighbors of this 64-acre project site.

Transparent Communication // 

Our staff utilized door-to-door communications, websites, and flyers to alert residents and local businesses of planned temporary interruptions to ensure community members were aware of upcoming activities and helped them plan accordingly.

Community Feedback //
MEB held a number of outreach meetings to engage feedback from the community on applicable project elements, such as road paver colors, to ultimately decide the look and feel of the project desired by the community.

 

Noise & Vibration Assessments //
During the Preconstruction Phase, our team performed business/home inspections to document any potential concerns before starting an aggressive work activity such as pile driving or rock blasting.

 

Park Considerations //
Construction within a community park requires thoughtful coordination to minimize disruption. Our team carefully managed site access, noise, and dust control, while maintaining pedestrian safety and environmental protection. Every step was planned to preserve the park and ensure community activities can continue safely.
